Report of the Presidential Religious Liberty Commission: Draft

President Trump established the Religious Liberty Commission through Executive Order on May 1, 2025, appointing as Chairman Texas Lt. Gov. Dan Patrick and as Vice Chair Dr. Ben Carson to lead the work. The Executive Order houses the Commission under the Department of Justice. The Commission’s directive is to advise the White House Faith Office and the Domestic Policy Council on religious liberty policies of the United States, including by recommending steps to secure domestic religious liberty and identifying opportunities to further the cause of religious liberty around the world.Chairman Dan Patrick, Vice Chairman Ben Carson and the members of the Commission delivered the final draft report with recommendations to the President. The report is based on findings from the seven hearings that the Religious Liberty Commission held over the last year, receiving input from more than 100 witnesses of diverse ages, religions, expertise, and backgrounds. Many experienced religious persecutions in the United States.The hearings specifically covered religious liberty in the military, education, healthcare, the public and private sectors, as well as the importance of protecting parental rights and faith-based institutions, and combatting the rise of anti-Semitism and violence against houses of worship.
